You should call a Xerox rep local to whichever Country you are in. Xerox is massive, and has printers from $200 up to those that can be configured in the hundreds of thousands of dollars (US). They also sell different devices in different markets.
Affordable depends on the intended use and expected options and output/input.
You don't mention what exactly your 100 or 60 even indicates, it could be millimeters, percents, inches,pixels.
If you are looking for a machine that will take a 10cm by 10 cm document, and squish it so the output is 10cm by 6cm then I doubt you will find one, all that will do is distort the image and make it worse. Which is the same reason you typically need to click something to unlock the feature in Image editors (It's a chain in Adobe products, i't a "maintain Aspect Ratio" box in PAINT) Copiers don't typically allow it to be disabled.
