Thank you Joe! This in fact is what was causing the problem. I know I looked in that screen several times when I was troubleshooting the problem and it was set correctly. However, when I re-checked it (just to humor you) it was set to Non-Logged in Users restricted from making copies! I corrected this and now it works as the customer required.
On a side note: Because of this problem I have a deeper level of understanding about authentication. When the Non-Logged In Users were set to restrict access to making copies it only makes sense that a User ID and a Passcode would be required. When the customer only wanted to require an account code in order to make copies authentication is not required. As long as a walk-up user entered a valid accounting code access is granted.
