If a program is running under your account and you log out, the program cannot keep working.
If it is an actual server and not some random Windows PC used as a Server, you should be able to run it as the admin, which would make it usable to all the other users when they log in.
In short, the user who opens the application (In this case scan manger, needs to just lock the PC, not log out)
