Hmm, then it has to be something on the win 8.1 pc, the only thing I can think about is the SMB version being used?
I think SMBv1 is being used on 3210 while it might be disabled on the win 8.1 pc.
Try enabling "SMB 1.0/CIFS File Sharing Support" under "Control Panel\Programs and Features\Turn Windows features on and off" does that work?
